Sur free c'est normal, rewriterule interdit.

Sur ton localhost doit y avoir un paramètre dans apache parce que là je vois pas ce qui cloche :/ (suis pas un pro du htaccess non plus faut dire)

En gratuit je suis pas sur que tu trouve un hébergeur avec cette règle :/
