salut tt le monde

mon pb est le suivant:

j'ai besoin d'un logiciel qui me permet de gerer mon debit internet entre les programmes qui utilisent internet, de telle facon a arriver a definir le max du debit de chaque application dans le cas ou d'autre applications utilisent la connexion sinon, il peur

depasser le maximum que j'ai deja attribue
